a new mathematic model is proposed for reactive power pricing taking voltage security risk into account. The model considers not only the cost for static voltage stability
but also that for transient voltage security. Transient voltage risk can be calculated by optimizing the total cost for generator adjustment and load shielding under restrictions of transient security. Therefore
the risk of insecurity is reflected in the pricing
which leads users to rational decision. The effectiveness is confirmed by simulations.
